A 30 mm crank is the native fit for a PF30 shell. The 46 mm bore takes a pressed PF30 cup carrying a 30 mm-bore (6806) bearing, so the axle drops straight in.
Press with a proper cup tool, not a hammer. PF30 creak almost always comes from a cup that was pressed slightly cocked in the 46 mm bore.
